State Treasurer Ken Miller says he is cautiously optimistic. He says gross receipts to the state Treasury grew by half a percent in January, putting an end to a 20-month string of shrinking collections. He says it was mainly because of higher oil prices and energy production. Gross production tax collections on oil and natural gas were up 31 percent compared to the same month last year.
