A new annual report from the Center for Education Reform grades Oklahoma's

charter school law a 'C', citing it as a weak law that is a barrier to charter school success.
      Oklahoma was one of 29 states that received a grade of 'C' or lower.  The state was ranked 26th out of the 50 states.  The 2011 score given by the nonprofit group was only a slight improvement over the 2010 score.  The 2010 ranking for Oklahoma was 27.
